The EU has the ambition to lead in quantum by 2030. QuIC’s message is clear: only decisive action will make it happen 🔬

The European Quantum Industry Consortium (QuIC) has delivered a data-rich Position Paper responding to the European Commission’s Quantum Europe Strategy, aiming to secure Europe as a global quantum technology leader by 2030.

QuIC’s position paper lays out how Europe can turn scientific brilliance into industrial power:

• Invest big, invest smart: current pilot lines (€40–50 million each) aren’t enough. QuIC proposes a €2 billion/year Quantum Sovereignty Growth Fund to supercharge startups and scaleups.

• Quantum Software matters: hardware is useless without software. Europe must elevate quantum software and applications to a dedicated strategic pillar.

• Open access & standards: Scaling quantum computing, sensing, and communications means accessible infrastructure, shared APIs, and leading global standards.

• Talent is key: with only €10 million for the European Quantum Skills Academy, Europe risks losing its best minds. QuIC calls for expanded programmes, fast-track visas, and retention grants.

Why does this matter?

Europe has set its sights on reaching 100 error-corrected qubits by 2030. But success cannot be measured by numbers alone, it will depend on quality KPIs such as qubit fidelity, coherence times, and connectivity.

Market mechanisms like advance purchase agreements could also provide the certainty needed to unlock multi-billion-euro industrial investment. Meanwhile, closer cooperation with the UK, Switzerland and other partners could accelerate pilot lines, shared testbeds, and global standards.
